近日,中央组织部、人力资源社会保障部、外交部、教育部、科技部、公安部、中国人民银行、海关总署、国家医保局、国家移民局等10部门印发《关于进一步做好留学人才回国服务工作的意见》(以下简称《意见》),吸引更多留学人才回国工作、创业和为国服务。
Recently, the Central Organization Department, the Ministry of Human Resources and Social Security, the Ministry of Foreign Affairs, the Ministry of Education, the Ministry of Science and Technology, the Ministry of Public Security, the People's Bank of China, the General Administration of Customs, the National Healthcare Security Administration, and the State Immigration Administration, among other ten departments, issued the "Opinions on Further Improving the Services for Returned Overseas Talents" (hereinafter referred to as the "Opinions"), aiming to attract more overseas talents to return to China for work, entrepreneurship, and service to the country.
留学人才是实现高质量发展、推进中国式现代化的重要力量。要深入贯彻落实党的二十大和二十届二中、三中全会精神,落实中央人才工作会议部署,贯彻“支持留学、鼓励回国、来去自由、发挥作用”留学工作方针,建立完善覆盖全体留学回国人才的服务体系。
Overseas talent is an important force in achieving high-quality development and advancing Chinese-style modernization. It is necessary to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the decisions of the Second and Third Plenary Sessions of the 20th Central Committee, carry out the deployments of the Central Conference on Talent Work, and implement the principle of "supporting studying abroad, encouraging returning home, allowing freedom of coming and going, and giving full play to their roles" in overseas study work. Additionally, it is important to establish and improve a service system that covers all overseas returnees.
《意见》明确,将留学回国人才纳入国家统一的就业政策体系,促进留学回国人才高质量充分就业。支持留学人才回国创办企业,鼓励留学人才以多种形式为国服务。加强留学人员创业园、博士后科研流动站和工作站建设,举办创新创业大赛,为留学回国人才创新创业搭建平台。
The "Opinions" clearly states that overseas returnees will be included in the national unified employment policy system to promote high-quality and full employment among them. It supports overseas talent in returning to China to start businesses and encourages them to serve the country in various forms. Furthermore, it emphasizes strengthening the construction of overseas students' entrepreneurship parks, postdoctoral research stations and workstations, and organizing innovation and entrepreneurship competitions to provide a platform for overseas returnees to innovate and start businesses.
《意见》提出,要规范留学回国人才学历学位认证,不断提高国(境)外学历学位认证专业化水平。强化留学人才联系和出入境便利服务,畅通留学回国人才评价渠道,规范人事档案管理,落实社会保险待遇,加强留学回国人才服务窗口建设,探索建立留学人才“一条龙”联系服务机制,不断提升留学回国人才服务水平和能力。
The "Opinions" proposes to standardize the academic degree certification for overseas returnees and continuously improve the professional level of academic degree certification from foreign countries (or regions). It emphasizes strengthening the contact with overseas talent and providing convenient services for their entry and exit, ensuring smooth evaluation channels for overseas returnees, standardizing personnel file management, implementing social insurance benefits, strengthening the construction of service windows for overseas returnees, and exploring the establishment of a "one-stop" service mechanism for overseas talent. The "Opinions" emphasizes that all regions and relevant departments should fully recognize the significant importance of further improving the services for overseas talent returning to China in the new era. They should adhere to the principle of the Party's management of talent, strengthen organizational leadership, promote the resolution of prominent issues related to overseas talent returning to work in China, guide overseas talent to carry forward the tradition of returning to serve the country after studying abroad, share the stories of returnees, and create a favorable atmosphere.

强化就业优先,深入贯彻劳动者自主就业、市场调节就业、政府促进就业和鼓励创业的方针,将留学回国人才纳入国家统一的就业政策体系。发挥用人单位主体作用,双向选择招聘留学回国人才。留学回国毕业生按规定享受高校毕业生同等的招聘(录)条件,符合条件的可享受高校毕业生的企业吸纳类、技能培训类、就业见习类、创业扶持类等政策支持。持续推进就业见习岗位募集,组织符合条件的留学回国人才参加就业见习,鼓励见习单位按规定积极留用见习期满留学回国人才。举办留学回国人才专项招聘会,加强国家留学人才就业服务平台建设。发展专业性、行业性人才市场,培育人力资源服务企业,建设人力资源服务出口基地,依托全球人力资源服务贸易网络,为留学人才求职就业提供支持。鼓励支持留学回国人才竞聘国际组织岗位。
Strengthen the priority of employment by thoroughly implementing the principles of self-employment for laborers, market-regulated employment, government-promoted employment, and encouraging entrepreneurship, and incorporate overseas returnees into the unified national employment policy system. Leverage the primary role of employers in the two-way selection and recruitment of overseas returnees. Overseas returnee graduates shall enjoy the same recruitment (employment) conditions as domestic graduates by regulation, and those who meet the criteria may benefit from policies supporting university graduates, including those related to enterprise absorption, skills training, employment internships, and entrepreneurship support. Continuously promote the solicitation of employment internship positions, organize eligible overseas returnees to participate in employment internships, and encourage internship units to actively retain overseas returnees upon the completion of their internships in accordance with regulations. Organize special job fairs for overseas returnees and strengthen the construction of the national employment service platform for overseas talents. Develop specialized and industry-specific talent markets, cultivate human resources service enterprises, build human resources service export bases, and rely on the global human resources service trade network to provide support for overseas talents in job seeking and employment. Encourage and support overseas returnees to compete for positions in international organizations.
支持留学人才回国创业。留学人才可以专利、科研成果、专有技术等回国创办企业。深入实施中国留学人员回国创业启动支持计划,遴选资助留学回国人才初创企业,加快科技成果转化,助推企业快速发展。鼓励各类创业引导基金、专项扶持资金、种子资金和信用担保资金加大对留学回国人才创业企业的支持。引导金融机构开发符合留学回国人才创业企业特点和发展需求的金融产品,加强信贷支持,提升融资便利度。支持留学回国人才以拥有的专利、专有技术等知识产权质押融资。留学回国人才创业符合条件的,按规定落实一次性创业补贴、创业担保贷款及贴息政策。加强中国留学人员回国创业专家指导委员会建设,充实留学回国人才创新创业导师库。
Support overseas talents in returning to China to start businesses. Overseas talents can use patents, scientific research achievements, proprietary technologies, and other means to establish enterprises upon their return. Thoroughly implement the China Overseas Returnees Entrepreneurship Initiative Support Plan, select and provide funding for startups founded by overseas returnees, accelerate the commercialization of scientific and technological achievements, and promote the rapid development of enterprises. Encourage various types of entrepreneurship guidance funds, special support funds, seed funds, and credit guarantee funds to increase support for startups founded by overseas returnees. Guide financial institutions to develop financial products that meet the characteristics and development needs of startups founded by overseas returnees, strengthen credit support, and improve financing convenience. Support overseas returnees in obtaining pledge financing with intellectual property rights such as patents and proprietary technologies they own. For eligible startups founded by overseas returnees, implement one-time entrepreneurship subsidies, entrepreneurial guarantee loans, and interest subsidy policies according to regulations. Strengthen the construction of the Expert Advisory Committee for Chinese Overseas Returnees Entrepreneurship and enrich the mentor pool for innovation and entrepreneurship among overseas returnees.
鼓励留学人才以多种形式为国服务。提升“春晖计划”“赤子计划”等留学人才专项的服务能力和投入力度,支持鼓励广大留学人才通过兼职、合作研究、回国讲学、学术技术交流、考察咨询、创新创业等多种形式为国服务。鼓励各地、各有关部门设立实施留学人才回国服务项目,组织留学人才到基层进行技术指导、培训示范等服务活动。
Encourage overseas talents to serve their country in various forms. Enhance the service capabilities and investment efforts of special programs for overseas talents, such as the "Chunhui Plan" and the "Chizi Plan," and support and encourage a vast number of overseas talents to serve their country through various forms such as part-time employment, collaborative research, returning to China to lecture, academic and technological exchanges, inspection and consultation, innovation, and entrepreneurship. Encourage various regions and relevant departments to establish and implement programs for overseas talents to return and serve, organizing overseas talents to conduct technical guidance, training demonstrations, and other service activities at the grassroots level.
搭建留学回国人才创新创业平台。加大留学人员创业园(简称留创园)建设投入力度,支持各地制定完善留创园发展政策,落实场地、财税、服务等优惠政策。落实留创园建设和服务规范,发挥省部共建留创园示范带动作用,在部分产业集中的地区共建专业园。鼓励在留创园建立离岸创新创业基地。加强博士后科研流动站和工作站建设,举办博士后创新创业大赛,大力招收海外博士回国开展博士后研究。支持各地举办海内外人才项目交流对接活动,举办留学回国人才创新创业大赛。
Establishing platforms for innovation and entrepreneurship for overseas returnees. We will increase investment in the construction of overseas returnees' entrepreneurship parks (hereinafter referred to as "entrepreneurship parks"), support various regions in formulating and improving development policies for these parks, and implement preferential policies in terms of venues, finance and taxation, and services. We will enforce the construction and service standards of entrepreneurship parks, leverage the demonstrative and leading role of parks jointly built by provinces and ministries, and establish specialized parks in some regions with concentrated industries. We encourage the establishment of offshore innovation and entrepreneurship bases within entrepreneurship parks. We will strengthen the construction of postdoctoral research stations and workstations, hold postdoctoral innovation and entrepreneurship competitions, and vigorously recruit overseas PhD candidates to return to China for postdoctoral research. We support various regions in hosting exchange and matchmaking events for talent projects from both home and abroad, as well as innovation and entrepreneurship competitions for overseas returnees.
规范留学回国人才学历学位认证。留学回国人才取得的国(境)外学历学位,经教育部留学服务中心认证,与国内学历学位证书具有对应关系的,可作为在国内报名参加公务员考试、职业资格考试、事业单位公开招聘、职称评审等的条件或参考依据。持续规范攻读国(境)外硕士、博士项目,加强审查把关,不断提高国(境)外学历学位认证专业化水平,增强对用人单位的可参考性,进一步提升留学质量。探索推进留学人才国(境)外学历学位认证信息共享。
Standardize the academic degree certification for overseas returnees. The overseas academic degrees obtained by overseas returnees, upon certification by the China Scholarship Council (CSC) of the Ministry of Education, which have a corresponding relationship with domestic academic degree certificates, can be used as conditions or reference bases for domestic registration to participate in civil service examinations, professional qualification examinations, public recruitment in public institutions, and professional title evaluations. Efforts will be made to continuously standardize the pursuit of overseas master's and doctoral programs, strengthen review and control, continuously improve the level of professionalization in overseas academic degree certification, enhance its reference value for employers, and further improve the quality of overseas studies. Exploration will be conducted to promote the sharing of information on overseas academic degree certification for overseas talents.
强化留学人才联系和出入境便利服务。留学人才出国后应积极与我驻外使领馆取得联系。各驻外使领馆应主动与出国留学人才对接联络,及时掌握出国留学人才信息,为出国留学人才提供当地的法律法规、文化习惯、安全措施等信息和服务,保护留学人才的合法权益。外交、移民管理、海关等部门应积极为留学人才出入境提供便利。发挥中国留学人员回国服务联盟作用,加强与海外留学生组织和留学人才的联系沟通。支持各地留学回国人才工作部门探索建立留学人才“一条龙”联系服务机制,做到出国前登记服务、留学期间定期联系、回国后主动服务。
Strengthen the contact and immigration and emigration convenience services for overseas study talents. Overseas study talents should actively establish contact with our embassies and consulates abroad after going abroad. Embassies and consulates abroad should proactively reach out to overseas study talents, promptly obtain information on them, provide information and services on local laws and regulations, cultural customs, safety measures, etc., and protect the legitimate rights and interests of overseas study talents. Departments such as foreign affairs, immigration management, and customs should actively facilitate the immigration and emigration of overseas study talents. Leverage the role of the China Overseas Scholars Return Service Alliance to strengthen contact and communication with overseas student organizations and overseas study talents. Support the work departments for overseas returnees in various regions to explore and establish a "one-stop" contact and service mechanism for overseas study talents, ensuring registration services before departure, regular contact during the study period, and proactive services after returning.
畅通留学回国人才评价渠道。留学回国人才在国内首次申报职称时,可根据专业水平和工作业绩,比照国内同等学历资历人员,直接申报相应级别的职称评审。支持有关地方省级人力资源社会保障部门会商有关部门结合实际探索建立境外职业资格认可清单,按规定对留学回国人才持有的境外职业资格证书予以认可,并对应相应的职称。
Ensure smooth evaluation channels for overseas returnees. When overseas returnees apply for professional titles for the first time in China, they may, based on their professional level and work performance, directly apply for the corresponding level of professional title evaluation by comparing themselves with domestic individuals with equivalent academic qualifications and experience. Support relevant local provincial-level human resources and social security departments to consult with relevant departments and explore the establishment of a list of recognized overseas professional qualifications in line with actual conditions, recognizing the overseas professional qualification certificates held by overseas returnees in accordance with regulations and corresponding them to appropriate professional titles.
规范留学回国人才人事档案管理。出国(境)留学的大中专毕业生的人事档案可按规定由户籍所在地公共就业和人才服务机构或教育部留学服务中心保管。留学人才学成归国后,在国(境)外期间的学历学位认证、成绩单、工作证明等学习和工作经历证明材料应及时归档。归档后档案可按流动人员人事档案管理服务相关规定办理转递接收手续。
Standardize the personnel file management for overseas returnees. The personnel files of college and vocational graduates who study abroad can be kept by the public employment and talent service agencies in their household registration location or the China Scholarship Council (CSC) of the Ministry of Education in accordance with regulations. After overseas talents return from their studies, the certification materials for their academic qualifications, transcripts, work certificates, and other evidence of study and work experiences obtained during their time abroad should be promptly archived. After archiving, the files can be transferred and received in accordance with the relevant regulations on the management and service of personnel files for mobile personnel.
落实留学回国人才社会保险待遇。用人单位依法为招用的留学回国人才缴纳社会保险。选择灵活就业的留学回国人才可按规定以灵活就业人员身份参加社会保险。各级人力资源社会保障部门及有关部门按规定为留学回国人才参加和享有基本养老、医疗、失业、工伤等社会保险提供服务。鼓励有条件的用人单位为包括高层次留学人才在内的职工建立企业年金。
Implement social insurance benefits for overseas returnees. Employers shall pay social insurance for the overseas returnees they recruit in accordance with the law. Overseas returnees who choose flexible employment can participate in social insurance as flexible employment personnel in accordance with regulations. Human resources and social security departments at all levels and relevant departments shall provide services for overseas returnees to participate in and enjoy basic pension, medical, unemployment, and work-related injury social insurance in accordance with regulations. Employers with conditions are encouraged to establish enterprise annuities for their employees, including high-level overseas talents.
加强留学回国人才服务窗口建设。各级公共就业服务机构面向留学回国人才免费提供职业介绍、职业指导、创业指导等服务。各级留学回国人才服务机构要与公共就业和人才服务机构、社会保险经办机构等加强协调,建立“一口受理”的服务机制,将留学回国人才纳入“高效办成一件事”服务范围,通过数字赋能,提升数字治理和服务能力,为留学回国人才办理就业、创业、人事档案、职称、社会保险等事项提供优质高效便捷的服务。
Strengthen the construction of service windows for overseas returnees. Public employment service agencies at all levels shall provide overseas returnees with free services such as job introduction, career guidance, and entrepreneurship guidance. Overseas returnee service agencies at all levels should strengthen coordination with public employment and talent service agencies, social insurance agencies, and others to establish a "one-stop" service mechanism. Incorporate overseas returnees into the scope of the "efficient handling of one thing" service, leverage digital technology to enhance digital governance and service capabilities, and provide high-quality, efficient, and convenient services for overseas returnees in handling employment, entrepreneurship, personnel files, professional titles, social insurance, and other matters.
