为表达全国各族人民对抗击新冠肺炎疫情斗争牺牲烈士和逝世同胞的深切哀悼，国务院决定，2020年4月4日举行全国性哀悼活动。在此期间，全国和驻外使领馆下半旗志哀，全国停止公共娱乐活动。4月4日10时起，全国人民默哀3分钟，汽车、火车、舰船鸣笛，防空警报鸣响。

This is a notice from the General Office of the State Council of China:

A national mourning will be held on 4th April, 2020, this year’s Tomb Sweeping Day, to commemorate those who succumbed to the novel coronavirus, according to the State Council, China’s cabinet. To express profound condolences to martyrs who sacrificed their lives in the battle against the epidemic and compatriots who died of the pathogen, national flags will be lowered to half-mast across the country and in Chinese embassies abroad on the day, and public recreational activities will be suspended nationwide, the State Council said. Starting 10 am on 4th April, people across the country will observe three minutes of silence. Sirens of automobiles, trains and ships will be blared. An air defense warning will also go off.

国务院办公厅要求，立即将有关要求落实到相关单位，按照国旗法规定当天应当升国旗的场所、机构和单位均应下半旗志哀。下半旗时，应当先将国旗升至杆顶，然后降至旗顶与杆顶之间的距离为旗杆全长的1/3处；降下时，应当先将国旗升至杆顶，然后再降下。

The general office of the state council requires that the relevant requirements be immediately implemented to the relevant units, and that all places, institutions and units where the national flag should be raised on that day, national flags will fly at half-mast in accordance with the provisions of the national flag law. When being hoisted to half-mast, the flag should be raised to the top of the pole first, then lowered to a distance of 1/3 of the length of the pole. And the flag should be raised to the top of the pole before lowering.

4th April, is Tomb Sweeping Day. In China's history, flags were last flown at half-mast to mourn the compatriots and martyrs who died in the Wenchuan Earthquake.
